Pattaya Times Newspaper- BAN CHANG, Thailand (May 19, 2011)  Royal Thai Navy Rear Adm. Chaiyot Sundaranaga, Commander, Frigate Squadron Two, and Capt. David Welch, Commander, Task Group 73.1, share a laugh before before the dedication of an engineering civic action project for Cooperation Afloat Readiness and Training (CARAT) Thailand 2011.  Forces from both countries constructed a large open-air performance and recess facility for Wat Koh Primary School, which previously lacked any foul-weather shelter for outdoor events.  CARAT is a series of bilateral exercises held annually in Southeast Asia to strengthen relationships and enhance force readiness.
