Pattaya Times New2spaper- BAN CHANG, Thailand (May 19, 2011)  Commander Todd Gray, asssigned to the Theater Security Cooperation Element at Commander, Task Force 73, shares a laugh with a young Thai student at Wat Koh Primary School, prior to an engineering civic action project dedication for Cooperation Afloat Readiness and Training (CARAT) Thailand 2011.  Forces from both countries constructed a large open-air performance and recess facility for the school, which previously lacked any foul-weather shelter for outdoor events.  CARAT is a series of bilateral exercises held annually in Southeast Asia to strengthen relationships and enhance force readiness.
